Whether it's the appearance of frost or visible droplets of water, this is an indication that the seals between your window panes have failed, which has allowed moisture to get in between the layers of glass that make up your windows. Once they fail, any insulating gas contained within have long since escaped, and cracks and other damage to your window panes means yet more places where air can leak in and out of your home.
